Why is the person is pushed backward when he shoots a bullet?

Ans: When a bullet is fired from the gun, the force of the internal explosion in the gun fires the bullet forward as a projectile. This accelerating bullet applies equal and opposite force on the gun as per Newton’s 3rd law of Action-Reaction.

Newton’s laws of motion- These laws tell us the relationship between the forces acting on a body and the motion of the body,
Newton’s 1st law of motion- An object at rest will remain at rest unless acted on by an unbalanced force. An object in motion continues in motion with the same speed and in the same direction unless acted upon by an unbalanced force.
This law is often called "the law of inertia".

Newton’s 2nd law of motion- Acceleration is produced when a force acts on a mass. The greater the mass (of the object being accelerated) the greater the amount of force needed (to accelerate the object).  It gives us following relation.

F= m.a

F- force acting on body
m- mass of body
a- Acceleration in the body

Newton's 3rd law of motion- For every action, there is equal and opposite reaction.
This means that for every force there is a reaction force that is equal in size, but opposite in direction. That is to say that whenever an object pushes another object it gets pushed back in the opposite direction equally hard.
